FORMAL RISK ASSESSMENT FOR NGOS
Jeff Gazzard
Firstly, thank you very much for the opportunity to meet and talk with all ofyou here today. Formal risk assessment for NGOs (non-governmental organisations) in the public policy arena is a little-known concept - and that's being kind! Most NGOs probably have what they label "strategic" programmes for their policy development and subsequent delivery and communication routes but these are often based on semi-formal "custom & practice" processes. These frequently revolve around what the particular organisation has always done, in ways with which the participating personnel are comfortable and familiar - they result in poor planning, questionable execution, little analysis post-campaign with an overriding inward focus on the almost perpetual repetition of the NGOs views in a singular, often deeply uninteresting and uninspired fashion, rather than any clear attempt to look at what its best and clearest message should be; what the organisation' s targets should be hearing and indeed, want to hear and how they want to hear it; which delivery channels work best for a particular message and target market; what results can reasonably be expected; and the correct matching of resources to planned realistic expectations as opposed to unrealistic perceptions.
