The controversy over Jewish influence on American foreign policy has been solely interested in Israel-related lobbying and has totally neglected Diaspora- related lobbying. This article evaluates the latter and proposes a comparison between the methods, the goals and the results of the pro-Israeli lobby and the Jewish lobby, by looking at three historical case-studies: the mobilization in favour ofJewish DPs, the movement to aid Jews emigrate from the Soviet Union, and the campaign to obtain reparations from Swiss banks. It shows that the pro- Israeli lobby and the Jewish lobby have operated very differently, having dif- ferent supporters and opponents, and, even more interestingly, that the Jewish lobby's battles have sometimes implied going against Israel's interests.
